After successfully seizing Saigon in 1863, the French began developing a communication infrastructure by erecting the Saigon Telegraph-wire Department, the forerunner of the Saigon Central Post Office.

The department was established on January 13th, 1863, to service the people. Because it could not fulfill the people's ever-increasing demand, the Saigon Telegraph-wire Department was rebuilt in 1886 on the architectural concept of Villedieu and his collaborator Foulhoux. The new Saigon Central Post Office opened its doors after five years of development. The post office, being one of the most recognizable and appealing emblems of Ho Chi Minh City, is regularly maintained and still stands today.

Notably, the names of various well-known telegraph industry scientists and innovators, including Benjamin Franklin, Alessandro Volta, and Michael Faraday, are etched on rectangular cells running from the building's center to its edges.
